We understand that sustained compliance starts with practical plans. At RCP, we have built a reputation on providing solid, comprehensive plans that are in compliance with
the most current rules and regulations.
In general, our SPCC Plan preparation services include:
- Onsite visit by RCP staff to assess and determine compliance requirements and to document information for a facility diagram and oil storage inventory.
- Detailed analysis of applicable containment, spill prevention, control and countermeasures for applicable facility equipment and tankage.
- Preparation of necessary procedures, forms, and supporting documentation, including equipment maintenance and inspection procedures.
- Modelling of potential spill volumes, flow rate, trajectory and distances.
- Certification of plan and completion of EPA-required documentation.
- Employee training (as required).
- Other items as determined necessary based on individual client needs.
Although the latest regulation allows owners or operators of certain “qualified facilities” to self-certify their plans in lieu of review and certification by a PE, the
plans must still meet the applicable regulatory requirements. The facility owner / operator must certify that the facility and plan is in compliance with the SPCC
regulations. This may require a great deal of detailed technical work. Facility owners and operators must also note that their state agency may not allow
self-certification, even if EPA does.
